I got lucky and figured this out when messing around in the settings. Unless the USB Port is damaged, you should be able to fix the problem using the following troubleshooting steps. I took it to have diagnostics run and found out the battery was zapped - doesn't register any consistent power - and neither of the power ports register taking a charge from using multiple USB-C adaptors. When I tried to restart it there was zero power to either port. After two hours still nothing - no reboot/restart. The power chime sounded and the screen went black. As it was not plugged in to the power adaptor at the time, and I knew my battery was down below 50%, I ran and plugged it in - it has a dual USB-C power port. It suddenly started the update, the screen became black with a white apple logo and progress bar, saying something like "your screen will be black for several minutes" - I found it suspicious at the time, but went on with the update.
